Proper harmony, or order, leads to coherence, unity and the absence of impediments. Conversely, artificially making everything equal without considering virtue and fault or qualification and disqualification cannot be called harmony.
It is not true harmony to try to please everybody in every way saying that all are equal. To try to please everybody means to please nobody.
